I. Philosophy

The Salt Lake County Parks and Recreation Adult Ice Hockey Program Provides its participants with an opportunity to play ice hockey in a competive but recreational environment. This program promotes the ideals of sportsmanship and physical fitness to all participants regardless of sex, race, creed or color. More important than any game are the participants and their needs. The Adult Ice Hockey program strives to bring area residents closer together through their common interest in sportsmanship, cooperation and appreciation of the game.

II. Sportsmanship

It is expected that participants in the County Adult Ice Hockey program exhibit good sportsmanship, which includes but is not limited to respect for the officials, teammates, opponents and facilities.

The desire to win often produces a style of play contrary to the principles of sportsmanship and fair play. While winning is certainly a consideration, it is not the only consideration, nor is it the most important consideration. Salt Lake County Recreation will not tolerate such a style of play that ignores sportsmanship and fair play. Remember: It’s only a game. Players must accept and realize that opponents in this recreational League are not enemies – they are competitors.

The Salt Lake County Recreation Division has the authority to disqualify, suspend or remove any team manager, coach, player, spectator or team which behaves in an unsportsmanlike manner before, during or after a game.

III. Program Administration

A.Name –The program will be known as the Salt Lake County Parks and Recreation Adult Ice Hockey League.

 

B.Divisions- There will be four Divisions based on the overall caliber of each team. The Divisions will be designated as Division 1 (top caliber); Division 2 (advanced caliber); Division 3 (intermediate caliber), and Division 4 (beginning caliber)

 

C. Team establishments – the County does not form teams. Team Managers are responsible to manage their respective team and obtain their own players.

 

D. Facilities – the Acord Ice Center, the County Ice Center and the Salt Lake City Sports Complex will be used for the 2007-2008 season.

 

E. Schedule – Salt Lake County Parks and Recreation staff members will establish the season schedule. For the the 2007-2008 season there will be one preseason game,14 regular season games and double elimination playoffs. Teams must play at the time, place and date specified. Every effort will be made to evenly rotate time and arenas for the teams to play.

 

F. Scorekeepers/Timekeepers – will be hired by the County. They will be an extension of the League office and have decision-making powers to ensure the games run smoothly in accordance with County guidelines and USA Hockey rules and regulations of play.

 

G. On-Ice Officials – the County will contract the services of the Wasatch Ice Hockey Officials Association (W.I.H.O.A.). W.I.H.O.A. is responsible for the scheduling of officials.

 

H. Protests – no player/team is allowed to protest an on ice officials call before, during and after the game with the on ice officials. Any player/team wishing to protest a call can do so by submitting letter to the league Administrator (Administrator for the 2007-2008 season is Chris Billeter / email cbilleter@slco.org). A hearing may be granted to a player who has been suspended for an infraction of the rules as allowed under USA Hockey guidlines. There is a $25.00 protest fee. It will be refunded if the protest is upheld by the League Committee. The hearing will include a disciplinary committee, which shall consist of the League Director(s), at least two impartial individuals and an on-ice official(s) if appropriate.

 

I. Team Manager Meeting-there will be a team managers meeting before the start of every season. The purpose of the meeting will be to discuss the policy and procedures of the Salt Lake County Adult League.

 

IV. Fees

A. Fees are assessed based on a Team Fee, not individual fees. The per player fee charged by a Team Manager may be different with each team based on the # of players per team or other fees charged by a particular team over and above the County fee.

 

B. Team fees for the 2007-2008 season will be as follows:

  1. The Team Fee is $3,050.00, there will be a discount of $200.00 given to teams that pay by October 12th Making the cost $2850.00.
  2. There is a two payment option plan:
    1. First payment of $1525.00 must be recieved by October 12th.
    2. Second payment of $1525.00 must be recieved by October 30th.

C. Team Suspension for non-payment of fees

Teams which are not paid in full by October 30, 2007, will be placed on suspension, will not be eligible for any further games and will be ineligible for the playoffs until payment in full is received. Missed games due to suspension will be a forfeit and not rescheduled.

 

D. The Team Manager is responsible for making payment(s) to the Acord Ice Center for the 2007-2008 season. Individual team members are not to pay individually at a County facility. Players are to pay their Team Manager.

V. Uniforms

A. As a team, it will be mandatory for all players to have matching jerseys. This consists of the jerseys being of the same color and design with at least an 8 inch contrasting number on the back.

 

B. There are to be no jerseys that have the same # for two different players.

 

C. Matching hockey socks are highly recommended.

 

D. The deadline for having uniforms is the end of the fourth week of scheduled

regular-season play. All teams must have jerseys by Nov. 18th.

 

E. It is suggested that team managers carry extra jerseys for team members who may have forgotten or lost their jersey.

 

F. PENALTY: A player out of uniform will be assessed a minor penalty as soon as he/she steps on the ice for the actual game play

 

VI. Division of Teams

A.Division 1 – designed to be the top caliber division of play. It is typically comprised of former pros, college and junior players, and players who were at the travel team level as they progressed through the youth hockey ranks.

 

B.Division 2 – will include players who may have once played at a high level but who are now older and slower.

 

C.Division 3 – conceptually this level is for the intermediate level player.

 

D.Division 4 -

conceptually for the more beggining level player.

 

The first place team in each division may be moved up to compete in the next division for the following season. (Example 1st place in division 3 will move up and compete in division 2). The lines are rigid between the caliber of player and the division in which he/she may play. It is understood that a beginner adult may have a friend who has significant playing experience and both players may play on a division 1,2 or 3 team.

The assumptions is made that the younger or the more highly skilled players will want to play at a higher level of competition and that less skilled players will want to compete at a level comparable to their abilities.

 

 

VII. Player Eligibility

A.Rosters

  1. Teams may roster up to 20 players – there are not additional “subs” over and above this roster of 20. Any “subs” must be taken from this roster of 20. If a team rosters 20 players and wants add an additional player, another currently rostered player must be dropped in order to keep the roster at 20.
  2. The minimum number of rostered players on a team is 11.
  3. All players must be registered on-line at www.usahockey.com to obtain their individual membership registration (IMR). Players must turn in their USA Hockey Forms (IMR) to their team Manager, so the team managers can turn their forms into the League Administrator (Chris Billeter 2007-2008 season) in order to be eligible to play. Team Manages will be allowed the first two games of the season to turn in their players USA Hockey forms into the scorekeepers. After the first two weeks of games are up team managers will have to fax (801-966-0507) or email (cbilleter@slco.org) the forms to the League Administrator (Chris Billeter for 2007-2008 season) by Noon the Thursday before that Sunday's game in order for their players to be eligible to play.
  4. No player will be allowed on the ice without their USA Hockey IMR form turned into the league Adminstration.
  5. Rosters are open for adding/deleting players throughout the regular season. The League Administrator (for the 07-08 season will be Chris Billeter 801-967-4030) must be notified by fax (801-966-0507) or e-mail (cbilleter@slco.org) by Noon on the Thursday before the Sunday game in which the added player is to play. Managers are responsible for the adding/deleting of players.
  6. Rosters will be frozen on Jan. 27th 2007
  7. Prior to the start of each game, the Team Manager or designee will advise the Scorekeeper as to which of the rostered players are in attendance for that particular game.
  8. The Scorekeeper has the right to request identification of players from any team to ensure eligibility.
    PENALTY: If a player is found to be ineligible, the game will be declared a forfeit with the team with the ineligible player incurring the loss.
  9. An unrostered player may not play under the name of a rostered player. PENALTY: The manager and the illegal player both become ineligible for the remainder of the season
  10. All players must have reached their 18th birthday by December 31, 2006. This is a USA Hockey regulation.

B. Players can be rostered only on one team in the division in which he/she plays. Players who wish to roster on more that 1 team can only roster on another team in an adjoining division. For example: players can roster on one team in Division 1 and 2 or 2 and 3 but not 1 and 3.

 

C. In order for a player who is playing for just one team to compete in the playoffs that player must be eligible and have played in 3 regular season games. Players who play in two divisions must be eligible and have played 3 games for the higher division team and 7 games for the lower division team.

 

D. It is the responsibility of the Team Manager to keep his/her roster current. Any changes must be transacted in writing between the Team Manager only and the League Administrator (Chris Billeter for the 07-08 season).

 

E. Goaltenders – may be freely substituted from team to team only in the event the team’s regular goalie cannot play in a regular season game. For the playoffs, Team Managers must declare and roster a back-up goalie by January 24th to be used in the even their starter cannot play. Goalies can only be declared as a back-up for one team.

VIII. Rules and Regulations

A. The USA Hockey rule book is used and followed with the following modifications:

  1. Warm-up: 5 minutes with the warm-up beginning at the scheduled game start-time not when the players get on the ice.
  2. Game format: games will be 1 hour and 15 minutes in length. This consists of three 13-minute stop-time periods. There is no overtime during the regular
  3. No Offside Pass (2 line pass) 2007-2008
  4. Penalties: minor penalty is 1:30 minutes major penalty is 4:00 minutes misconduct penalty is 8:00 minutes
  5. There will be a 1 minute break between periods with an ice-make after each game.
  6. 5 second rule: After every whistle, the referee conducting the faceoff will allow both teams 5 seconds to make a line change simultaneously (there will be no designation of home team during the regular season). The referee will then blow the whistle and at the end of 5 seconds, the centers for each team must be in position WITH THEIR STICK DOWN and THEIR BODY SET ready to take the faceoff. Failure to do so will result in the puck being dropped without the center being there OR the centers expulsion from the faceoff if he/she is there but is not down and set. The puck will be dropped if both centers are in position WITH STICK DOWN and BODY SET OR if neither center is in position and down and set OR if one center is in position and down and set and the other center hasn't arrived yet.
  7. One time out allowed per game per team in playoffs only.

B. Fighting

The County will have a progressive policy towards fighting. First fighting incident will follow USA Hockey rules which is a game suspension. The second Fighting incident incurs a 2 game suspension. With a player’s 3rd fighting incident of the season, he/she is suspended from play for the remainder of that season.

 

 

C.Zero Tolerance Policy of USA Hockey, Inc.

(Adopted by Salt Lake County Parks and Recreation Adult Ice Hockey Program)

“In an effort to make ice hockey a more desirable and rewarding experience for all participants, the USA Hockey Youth, Junior and Senior Councils have instructed the Officiating Program to adhere to certain points of emphasis relating to sportsmanship. This campaign is designed to require all players, coaches, officials, team officials and administrators and parents/spectators to maintain a sportsmanlike and educational atmosphere before, during and after all USA Hockey sanctioned games. Thus the following points of emphasis must be implemented by all On-Ice Referees and Linesmen:

 

PLAYERS

A minor penalty for unsportsmanlike conduct shall be assessed whenever a player:

  1. Openly disputes or argues any decision by an official.
  2. Uses obscene or vulgar language at any time, including any swearing even if not directed at a particular person.
  3. Visually demonstrates any sign of dissatisfaction with an official’s decision. Any time a player persists in any of these actions, they shall be assessed a misconduct penalty. A game misconduct shall result if the player continues such action.

COACHES

A minor penalty for unsportsmanlike conduct shall be assessed whenever a coach:

  1. Openly disputes or argues any decision by an official.
  2. Uses obscene or vulgar language in a boisterous manner to anyone at any time.
  3. Visually displays any sign of dissatisfaction with an official’s decision including standing on the boards or standing in the bench doorway with the intent of inciting the officials, players or spectators. Any time a coach persists in any of these actions, they shall be assessed a game misconduct penalty.

OFFICIALS

Officials are required to conduct themselves in a businesslike, sportsmanlike, impartial and constructive manner at all times. The actions of an official must be above reproach. Actions such as “baiting” or inciting players or coaches are strictly prohibited. On-ice officials are ambassadors of the game and must always conduct themselves with this responsibility in mind.

 

PARENTS/SPECTATORS

The game will be stopped by on-ice officials when the parents/spectators displaying inappropriate and disruptive behavior interfere with other spectators or the game. The on-ice officials will identify violators to the coaches for the purpose of removing parents/spectators from the spectator’s viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body. This inappropriate and disruptive behavior shall include:

  1. Use of obscene or vulgar language in a boisterous manner to anyone at any time.
  2. Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence.
  3. Throwing of any object in the spectators viewing area, players bench, penalty box or on the ice surface, directed in any manner as to create a safety hazard.

LOCKER ROOMS

Locker rooms are assigned to a team. It is the responsibility of all team members to make sure the locker room is left the way it was when they arrived. A $50.00 cleaning fee will be assessed if the room is left a mess. Teams will be held responsible for any damages to the facility. Remember, this is a public facility and it is used by many children. As with all public county facilities, NO ALCOHOL IS ALLOWED ON THE PREMISES.

 

IX. Playoffs

Each team will be eligible for double elimination playoffs. Teams will be seated in the playoffs by place they finish during the regular season. If teams are tied point wise at the end of the sason the placement for season will start with wins vs. losses, then head to head and then goals for and goals against.
